Description of problem:
size-detection pod is not always cleaned after it completes, which might hold PVCs in Terminating state

4.17.z-4.18.z
How reproducible:
It's 100% reproducible in our scheduled pipeline when we do reimport in some of the console lanes
Steps to Reproduce:
1. Don't have clear steps. Happens during reimport of golden images, but not in any scenario
Actual results:
The size-detection pod remains in a Completed status in the cluster, preventing the PVCs from being removed. After manaully removing size-detection, the hanging PVCs get removed.
