Goal
Create an an entry for the desceduler in the CNV Settings panel.
The settings should cover
1. Enabling the Descheduler, by creating a default descheduler CR
2. Selecting the profiles to run by the descheduler (drop down for LongRunning and the UtilizationAware profiles)
Reference for descheduler CR will be provided.

- "As a cluster administrator, I want enable the descheduler and configure it, so that my workloads will be rebelanaced according to the select profile (utilzatoin and requests based)
