In OCP-V 4.18 UDN support is targeted to be released with the managed-tap binding plugin.

The managed-tap binding is based on the core bridge binding excluding the internal IPAM support. Using a pure L2 binding has some limitations, like the inabiliity to integrate with mesh solutions (e.g. Istio) and observe-ability tools.

The plan is to use the L2 binding as an intermediate solution, targeting the Passt binding to be the stable ongoing permanent solution.
As such, we need to plan for introducing Passt in 4.19 (or later) with the ability to support VMs from 4.18.

This task focuses on defining well the need & reasoning, expressing it through user-stories and setting goals.
A follow up task should focus on the solution and implementation.
