There are some descheduler tests in cnv-tests repo:

The last time they were executed in Jenkins more than 6 months ago and 5 of tests failed (9 passed). Manual local running of this automation tests also shows multiple errors.

Since the virt/node team becomes an owner of the descheduler feature - we need to:

1. move these tests under cnv-tests/tests/virt/node folder
2. make sure they are working good and not flaky
3. have a scheduled jenkins job for running these tests periodically
