VM selection checkbox is not checked

      Description of problem:

      The "Select all" checkbox in VirtualMachines page is not checked when clicked. In addition selecting all VMs triggers "Actions" menu, if the latter was opened prior to selection (see attached video)

      Steps to Reproduce:

      1. Navigate to VM page
2. Select one VM by checking it's checkbox
3. Click "Actions" menu
4. Select all VMs
5. Deselect all VMs
6. Select any/all VMs again

      Actual results:

      The "All" checkbox is not checked. "Actions" menu is triggered

      Expected results:

      The "All" checkbox is checked. "Actions" menu loses focus
