Description of problem:
During openshift pre-submit where openshift virt is installed the conformance test suite detects repeated events, one of those is HCO complaining about not all operators ready.

That event should be send once, and send a new after that if failed or success.

Expected results:
HCO send events only after changes not every reconcile.
