[CNV] VM can be deleted when running in Openshift Virtualization

      Description of problem:

      * VM can be deleted when running. The VM should not be allowed to be removed when running.

      Version-Release number of selected component (if applicable):

      * Openshift Virtualization 4.16.3

      How reproducible:

      Always

      Steps to Reproduce:

      1. Create a VM and run/ start. 
2. Try to delete VM. 
3. VM will be deleted without any warning.

      Actual results:

      running VM is getting deleted.

      Expected results:

      Do not allow deleting running VM.
