paste function is not working properly for windows virtual machine if non english keyboard is used insude windows guest

How reproducible:
everytime
Steps to Reproduce:
1. install windows 2k22 with german keyboard layout 2. try to paste following "!@#$%^&*()" 3.
Actual results:
inside the vm below is pasted: !"§$%&/()
Expected results:
same will be pasted in the guest: "!@#$%^&*()"
