CNV I/U Operators Sprint 267

We've removed the informing status of the CNV jobs periodic-ci-openshift-release-master-cnv-nightly-4.18-e2e-azure-upgrade-cnv and periodic-ci-openshift-release-master-cnv-nightly-4.18-e2e-azure-deploy-cnv in this PR https://github.com/openshift/release/pull/58033
We would like to see this jobs reintroduced as informing jobs, but they need to pass. It's extremely expensive to run CI jobs multiple times per day for years without them being monitored for failures.
I'd encourage the team to find a solution to the missing image problem that shows up on every release. The image should be available at branching, i.e. CNV jobs must work from day 0 to return to informing status. We also need a place to send alerts to when the jobs start failing.
