PXE boot results in "Access violation, Message: Only absolute filenames allowed" on tftp server

      Description of problem:

      We have a customer who is attempting to pxe boot VMs within OpenShift Virtualization.  Their PXE server is also their dhcp server running RHEL 8.  We confirm the networking within the VM is correct as we are able to retrieve the dhcp address from the server.  When the tftp request to transfer the pxelinux.0 file happens, the VM sees Connection timed out (ipxe).
      
      We ran tcpdump on the tftp server side and we see it returning:
      
      "Error Code, Code: Access violation, Message: Only absolute filenames allowed" 
      
      This matches https://access.redhat.com/solutions/5215861, however the customer has been using this tftp server for installs for a long time.  RHV and baremetal have worked without issue. 
      
      Suspect this may be an issue on the tftp server side, but given it works for other pxe implementations, we are trying to determine if this is an issue within ipxe.
