Document the current behavior.

We set the ciphers in the SSP CR, ssp updates the virt-template-validator deployment to include the ciphers because the virt-template-validator doesn't have it's own CR for configs.

This takes some additional time to redeploy virt-template-validator.

We try to achieve a better approach to address this problem in less time.
