      Currently, jira bugs are added only to advisories in NEW_FILES, but not if the advisory is in state QE, e.g. in 

      Advisory "133097" for product "Container Native Virtualization (CNV)", target release "4.17.0" is in state "QE", not in "NEW_FILES" state, skipping this release.

      The behavior should be changed to add bugs also to advisories in QE.
