Goal

Basic verification and documentation of UDN L2 overlay functionality, including IPAM.

User Stories

All the reasons to use secondary L2 overlay without IPAM and with routed ingress are listed in SDN-5314
As a CNV developer, I want to implement a basic e2e test leveraging the new API to learn it, to assure basic sanity tests, and to prepare tooling for future, potentially VM-specific use-cases.

Non-Requirements

Ingress does not have to be tested. It is already covered by the SDN team. There is no meeting point between the ingress implementation and KubeVirt. Preparing a test setup with BGP in place would require a lot of effort.
