      Description of problem:

      All data points for metric kubevirt_vmi_vcpu_wait_seconds_total are 0.
      
      This is caused by this libvirt bug: https://issues.redhat.com/browse/RHEL-60030
      
      This bug is to request the inclusion of the libvirt fix in OCP Virt 4.16.z

      Version-Release number of selected component (if applicable):

      OpenShift 4.16
      OpenShift Virtualization 4.16.3

      How reproducible:

      Always

      Steps to Reproduce:

      1. Add 'schedstats=enable' to the kernel cmdline of the nodes
      2. Check the values of kubevirt_vmi_vcpu_wait_seconds_total 

      Actual results:

      All values are 0

      Expected results:

      Actual IO wait values
