Description of problem:
$subject, as with the now deprecated PreferredUseEfi this should only be used when the user hasn't already enabled BIOS within the VirtualMachineInstanceSpec.

Always
Steps to Reproduce:
1.Attempt to use a preference with PreferredEfi when the underlying VirtualMachine has BIOS enabled.
Actual results:
Both BIOS and EFI are enabled.
Expected results:
Only BIOS should be enabled.
Additional info:
Noticed as the UI is now always enabling BIOS within the following flow https://github.com/kubevirt-ui/kubevirt-plugin/pull/2133
