When trying to export a VM using virtctl vmexport, if there is a VMI object with a Succeeded status, virtctl vmexport download get stuck with the following message "waiting for VM Export <export name> status to be ready..." until getting this message "timed out waiting for the condition" stops the command.

3.start and stop the VM
4. check that the VM is fully stopped and that a VMI object still remains in status Succeeded
5. perform the different virtctl vmexport create and download commands.
6. the message "waiting for VM Export <export name> status to be ready..."

No virtctl vmexport download is performed

virtctl vmexport download fully downloads the VM until the end
