VIRTSTRAT-384 - Secondary user-defined networks with L2 overlay topology

Goal
Make it possible to create secondary L2 overlay networks using cluster UDNs.
User Stories
- As a cluster admin, I want to create a secondary ClusterUserDefinedNetwork of the "layer2" topology. Optionally enabling egress, routed ingress, selecting a subnet and a gateway
- As a cluster admin, I want to see the current status of given UDN.
- As a cluster admin, I don't want NetworkAttachmentDefinitions created by UDNs to be editable in the UI.
- As a VM admin, I want NADs created from UDNs to be listed under the parent UDN name, and with a little "UDN" tag, to distinguish them from regular NADs.

- List of things not included in this epic, to alleviate any doubt raised during the grooming process.
