Storage: tune tier1 tests to create PVCs larger than 4Gi for EBS io2 validation

      For EBS io2, the smallest possible volume that can be provisioned is 4Gi.

      We need a workaround to tune the existing tests. 

       

      akalenyu : Maybe we want a mutating webhook on all pvc creation requests
      (if <4Gi, increase request) but even then I am not sure that the tests will pass
      (For example, bigger/smaller clone target tests will be a problem)
