The VM became Paused during storage class migration (stage)

OCP-4.17.0-rc.2 + CNV-v4.17.0.rhel9-680 + MTC 1.8.4

Always

1. Create a VM with default hostpath-csi-basic storage class
2. In migration UI, create a migration plan 
3. stage the plan

$ oc get vm -w
NAME                      AGE     STATUS    READY 
rhel9-bronze-beetle-30   5m46s   Running   True 
rhel9-bronze-beetle-30   6m9s    Paused    True 
rhel9-bronze-beetle-30   6m9s    Paused    False

The VM became paused and unable to unpause it 
$ virtctl unpause vmi rhel9-bronze-beetle-30
VMI rhel9-bronze-beetle-30 was scheduled to unpause

$ virtctl unpause vm rhel9-bronze-beetle-30
VMI rhel9-bronze-beetle-30 was scheduled to unpause

Stage the migration plan should not touch the VM 

We can not reproduce the issue with a OCS VM
