      • As a virtualization cluster administrator, I want to use the descheduler to balance workloads without threatening the stability of the cluster so that services can be provided to tenants and customers without disruption from routine activites such as upgrade or load balancing.
      • Explain what needs to be enabled/configured to ensure that the descheduler supports VMs

      The descheduler will ship with the required API disabled by default.

      CNV must:

      a. EnableĀ  an experimental configuration field called devEnableEvictionsInBackground.
      b. document that the admin is enabling this feature
