Description of problem:
The OpenShift Virt doc link that is included in the new Guided Tour takes users to docs.openshift.com. This site is being decommissioned, and the link needs to be updated to our new site on docs.redhat.com: https://docs.redhat.com/en/documentation/openshift_container_platform/4.16/html/virtualization/about#virt-what-you-can-do-with-virt_about-virt. Also, the version number in the URL will need to change to 4.17.

Steps to Reproduce:
1. Open the web console and select Virtualization>Overview.
2. Click Start Tour.
3. Advance to Step 7/7.
4. Click the documentation link. This page opens: https://docs.openshift.com/container-platform/4.16/virt/about_virt/about-virt.html.
5. Link URL needs to change to https://docs.redhat.com/en/documentation/openshift_container_platform/4.17/html/virtualization/about#virt-what-you-can-do-with-virt_about-virt

Additional info:
For now, you need to update the version number in the docs.redhat.com URL for a new release, as there is not currently a way to specify a static URL without a version number.

(There is a Jira in progress to provide a "latest" URL so that manual version updates aren't necessary. It's not available yet though.)
