We need to rework the lane bumping to consider the new version that are there way ahead - we already alpha, beta therefore our main source of truth should be the kubevirtci itself and not the releases from kubernetes.

Also we want to:

• introduce the new lane and make the old ones optional.
• change the previous latest to always_run: false, run_before_merge: true , where the new ones will be then always_run: true
• prework: we need to update dependencies to latest prow, since run_before_merge is not yet known and would be erased by an update
