Cannot create a vm with no network interface attached

      Description of problem:

      We cannot create a VM without at least 1 single network interface.

      Version-Release number of selected component (if applicable):

      4.16.z

      How reproducible:

       

      Steps to Reproduce:

      1. Create a VM using template with any favor
2. Customize and remove all network interface attach on the vm
3. Create a VM

      Actual results:

      Pod network is auto attach with no mac address and model

      Expected results:

      No any network attached to the VM
