Currently the WASP agent uses namespace prefixes to exclude system workloads from swapping. Looking forward, the native kubernetes swap implementation uses a different mechanism.  Rather than omitting the the pods in the "kube-system" or "openshift-*" namespaces, OpenShift swap simply takes into accoun the priority class, regardless of namespace. In order to ease transition to the native implementation, we should behave as similarly as possible–so should switch to exclusion by priority class.
