Goal

Automatically enable vNUMA for VMs, which requests more than x cpus (depends on cluster configuration). The HCO will have to take care of enabling CPU manager 

User Stories

• As a cluster administrator, I want to enable this functionality in HCO CR.
• As a VM owner, I want to have vNUMA enabled for better performance, when number of VM CPUs reaches some level, which depends on configuration of cluster.
