Description of problem:
I understand that CPU hotplugging can only increase the number of cores by up to 4 times the existing number of cores in use. However, when attempting to increase the CPU cores from 4 to more than 16, the change will be pending a restart and cannot be applied, even if the number of cores is reduced to 16 or fewer.

Steps to Reproduce:
1. Create a VM with 4 core cpu 2. Hotplugging cpu to 17 core 3. reduce cpu core from 17 to less than 16
Actual results:
It still required restart
Expected results:
I should do a cpu hotplug successful
