When a default template is being cloned it becomes a default template again

      Description of problem:

      When cloning a default template as a regular (non cluster-admin) user the cloned template becomes a default template again instead of being save to the requested namespace.

      How reproducible: Always

      Steps to Reproduce:

      
      

      1. Log in as a normal user (non cluster-admin)
      2. Switch to Virtualization -> Templates
      3. Clone a default template (e.g. centos-stream9-server-small)
      4. Request to have the new template be placed in another namespace

      Actual results: New template is also created in the openshift namespace

      Expected results: New template created in the requested namespace
