Goal

Allow KubeVirt network binding plugins to report IP of an interface.

User Stories

• The logic of what is the "public" IP of a VM interfaces depends on the implementation of every binding,
  while for bridge binding, it would be the IP as seen inside the guest, for masquerade it would be the one in Pod netns, etc.
  Enhance the binding plugin API, to allow binding plugins to report VM IPs.
