Goal

Currently PVC adoption by DataVolumes is feature gated (off by default upstream and on by default downstream). We would like to adopt this new behavior by default upstream and eventually retire the feature gates and the annotations that individually control this behavior.

User Stories

• As a VM owner I want one and only one claim adoption semantic for my VM that works seamlessly with Backup and DR products.
