Unable to select root disk StorageClass in UI when creating VM from template

      Description of problem:

      When creating a VM from a template, the user is unable to customizing the root disk's StorageClass

      Version-Release number of selected component (if applicable):

      4.16

      How reproducible:

      Always

      Steps to Reproduce:

      1. Create VM
2. Customize Disks
3. Edit root disk and attempt to select StorageClass

      Additional info:

      This appears to be a regression from 4.15. Attached are screenshots of the modal from both 4.15 and 4.16
