Pending changes for boot disk when creating VM from instance type

      Description of problem:

      When creating a VM from instance type, the root disk is not marked as bootable.

      Version-Release number of selected component (if applicable):

      4.15.21

      How reproducible:

      Create a VM from an instance type

      Steps to Reproduce:

      1. Select create VM from instance type
      2. Select RHEL8 or RHEL9 and an instance type (U Series)
      3. Click the Create VM icon

      Actual results:

      VM gets created but the rootdisk is not marked as bootable.  Message received:
      Pending Changes
      The following areas have pending changes that will be applied when this VirtualMachine is restarted.
      
        * Details. > Boot disk

      Expected results:

      rootdisk should be marked as bootable.

      Additional info:

      After the VM is restarted, the rootdisk and cloudinitdisks are marked bootable for a short time and then revert back to previous state and the Pending changes informational messages is displayed.

            Verified on v4.15.5, the fix didn't make it to 4.15.4

            This bug should be fixed in v4.15.4.rhel9-81 and newer

            Based on mschatzm@redhat.com comment, rhn-support-lyarwood is fixing it with the mentioned pr, so it make sense that the bug would be tracked and owned by Lee.

            If you stop the VM, edit it to select the Use this disk as boot source, the disk is marked bootable but the Pending changes message is still displayed.
