Goal

There are customer needs to migrate VMs to a specific node. With CNV-20263 node affinity can be updated live, thus this could be used.
However, CNV-20263 requires the VM spec to be changed, and it's semantically different.

The functionality we need is to direct exactly one migratio without modifying the VM or VMI.
This epic should be the backend for CNV-43485
There is an upstream PR into this direction
