The runbook sync will be updated to:

Automatically create a deprecation PR for runbooks that the associated alert was deleted from main

Alerts runbooks sync will add to the PR description a link to the relevant upstream runbook

Runbooks sync to run after a PR is merged

Additional reviewers will be added for the PRs that are autogenerated by the runbooks sync
