Create VM from upload file does not work

      Description of problem:

      On CNV 4.16, create vm from template with upload file, it does not show a upload progress like 4.15, and the VM is stucking at provisioning

      1. Create vm from template
2. Select source "Upload (Upload a new file to a PVC)"
3. Create the VM

      Actual results:

      VM is stucking at provisioning
