Explore an importing/converting strategy for bootc images (Image Mode)

      Goal

      Popular Linux distro like Centos, Fedora, RHEL and, in the future, RHCOS are delivered as bootc images.

      As part of the Red Hat portfolio, I'd like to have OpenShift Virtualization able to consume bootc images to better align with other products.

      User Stories

      • As a VM owner, I want to be able to import and boot a VM from an existing external bootc image, so that I can consume bootc releases of my preferred OSes.
      • As an HyperShift user I'd like to be able to create a Kubevirt managed Hosted Cluster directly using the bootc image for RHCOS on my nodes (VMs).
