Goal

Creation of a new HCO controller dedicated to managing CNV metrics that do not closely relate to any specific component but to the CNV product as a whole, as well as alerts and recording rules.

User Stories

• As an observability engineer, I want an appropriate place to create global (not closely related to a specific component) CNV product metrics
• As a product owner, I want to add observability resources at build time

Non-Requirements

• Update any metrics, alerts, or recording rules

Notes

• The initial implementation will be made in the HCO code base as a separate controller. A new independent component was considered, but to reduce the overhead of the build chains and maintenance, this is not to be done at this stage. Later we can easily decide to make it a separate image built within HCO or a fully separate component
