We would like to add a new metric that will report for each VMI the status of the guest agent.

As a user I would like to be able to identify VMIs that appear to be in running status, but internally is actually experiencing issues.
For example:

• When a VM crashed with blue screen but was still showing as running.
• When a VM is restart internally there is no indication that it was restarted

The guest agent doesn't any information about last boot time, we only knows when guest agent is online or offline, so we can try to use that as an indicator.
