      Description of problem:

      As identified in https://issues.redhat.com/browse/CNV-43202, templates shouldn't enable interface multiqueue when only a single socket is configured.

      Steps to Reproduce:

      1. Create a VM from a Fedora/RHEL/Centos template with only a single socket
2. Trying to hotplug a CPU will fail or set the restart condition
