      Description of problem:

      $subject, as identified during https://issues.redhat.com/browse/CNV-43202 we shouldn't enable interface multiqueue within VMs with fewer than 2 vCPUs exposed as sockets.

      Steps to Reproduce:

      1. Use the fedora or {rhel,centos}-{8,9}-dpdk preferences

      Actual results:

      No requirement for >= 2 vCPUs exposed as sockets

      Expected results:

      Either require >= 2 vCPUs exposed as sockets or drop interface multiqueue from the preferences
