Description of problem:
When trying to do a memory hotplug with a VM configured with hugepages the hotplug gets stuck and the migration never completes. This is a real issue on upgrades or drain because the VM won't be evicted as it already has 1 migration running (that will never end).

1. Create a VM with hugepages 2. Hotplug some memory
Actual results:
The VM should successfully hotplug memory
Expected results:
The VM never completes the hotplug and gets stuck indefinitely.
