VM with GPU and vGPU passthrough fails to start with LibvirtError

      Description of problem:

      when starting a VM with GPU passthrough , it fails to start with following error:
       Message:               server error. command SyncVMI failed: "LibvirtError(Code=1, Domain=10, Message='internal error: Process exited prior to exec: libvirt:  error : cannot limit locked memory of process 79 to 7516192768: Operation not permitted')"

      How reproducible:

       

      Steps to Reproduce:

      1. create a vm with gpu passthrough
      2. start the vm
      3.
      

      Actual results:

      vm fails to start with above mentioned error

      Expected results:

      vm is running
