      Description of problem:

      During the upgrade to CNV 4.16, or while OpenShift 4.16.0 is released but not CNV 4.16.0 is not yet released, it might happen that customers are running CNV 4.15 on OpenShift 4.16

      OpenShift Virtualization 4.15.2 
OpenShift  4.16.0-rc.3

      How reproducible:

      Steps to Reproduce:

      1. install OpenShift 4.15 (latest released installer) using https://mirror.openshift.com/pub/openshift-v4/amd64/clients/ocp/stable-4.15/openshift-install-linux.tar.gz 
2. Install CNV 4.15.2 (latest released CNV)
3. Upgrade the cluster to OpenShift 4.16.0-rc.3 (latest version in candidate-4.16)
4. Try to use CNV web ui

      Actual results:

      Oh no! Something went wrong.

      Expected results:

      CNV UI works
