Description of problem:
Windows VM with sysprep cannot be started due to configMap of sysprep missing. Error in virt-launcher pod: MountVolume.SetUp failed for volume "sysprep" : configmap "sysprep-config-brown-tuna-26" not found

Steps to Reproduce:
1. Create windows VM from instanceType 2. Add sysprep file 3. Create the VM
Actual results:
VM is stucking in starting due to the configMap of sysprep is missing
Expected results:
VM is started
