Fix behavior with network hotplug when pod is not detected

      We see in cnv.engineering that the error log "Failed to find VMI pod in cache" is highly recurring. We noticed dozens of it in one minute. We need to understand if it's correct, if there are logs duplications (i.e. other logs reporting for the same issue) and consider some adjustments in order to prevent it from being noisy.

      Following a discussion that took place in https://redhat-internal.slack.com/archives/C019X3PEF2B/p1715849688642689, we came to a conclusion that it should be examined by the network team.

      To see the logs in cnv.engineering go to the Observe->Logs and run query:
