Description of problem:
OpenShift Virtualization (CNV) 4.14.3 is installed on a disconnected OCP 4.15.x cluster. When mirroring the CNV 4.15.1 image, the ClusterServiceVersion is updated, but the InstallPlan is not created. $ oc get csv NAME DISPLAY VERSION REPLACES PHASE kubevirt-hyperconverged-operator.v4.14.3 OpenShift Virtualization 4.14.3 kubevirt-hyperconverged-operator.v4.14.2 Succeeded
