Resizing CPU/Memory for VMs is unintuitive.

      Description of problem:

      Resizing CPU/Memory for VMs is unintuitive. The prompt appears to be declarative, however it is addition/subtraction (+/-). 
      
      For example: If I have 2 CPUs, and I want to resize to 4 CPUs. I need to put 2 CPUs to achieve 4 CPUs. If I put 4 CPUs, then my VM will resize to 6 CPUs.

      For example: If I have 2 CPUs, and I want to resize to 4 CPUs. I need to put 2 CPUs to achieve 4 CPUs. If I put 4 CPUs, then my VM will resize to 6 CPUs.

      Steps to Reproduce:

      1. Go to VM view. Virtualization > Virtual Machines > <vm name>
      2. Select edit CPU|Memory
      3. Add/substract.
      

      Actual results:

      For example: If I have 2 CPUs, and I want to resize to 4 CPUs. I need to put 2 CPUs to achieve 4 CPUs. If I put 4 CPUs, then my VM will resize to 6 CPUs.
