[4.17] DV gets recreated if the VM is in Stopped and DV was deleted [regression]

      Description of problem:

      In 4.16 and newer: DV gets recreated if the VM is in Stopped and DV was deleted.
But in 4.15 and earlier, DV wasn't re-created until the VM was started.

      Steps to Reproduce:

      1. Create a VM with the DataVolumeTemplate, make sure it's Running, Stop the VM
2. Delete the DataVolume

      Actual results:

      DV gets recreated immediately

      Expected results:

      DV gets recreated only after VM is started

      Additional info:

      Tier2 test: test_dv_delete_from_vm
