Goal

Consolidate the sig-network code in a way that will allow the network team to work independently.

User Stories

As a sig-network approver who is not a root / core approver,
I want to move sig-network related code, that is currently spread across the kubevirt/kubevirt project, under sig-network-owned packages,
so I can merge code for my sig without having to depend on external people.

This consolidation is not covering the following exceptions:
