The motivation is to use the IBM Cloud Jetlag installer as we do in an on-premise environment and verify that all tests pass successfully.

Need to create PR with the following:

1. Verify Jetlag SNO installer is working properly
2. Adding relevant to to support IBM cloud SNO installer
3. Enable the following Github actions workflow for using IBM Cloud SNO cluster:
   1. OCP weekly deployment
   2. Operators weekly deployment: LSO, CNV [Not support ODF] 
   3. Run unittest/ integration/ e2e test against SNO. cluster
