Description of problem:
When cloning an existing VM template to create a new template the template cpu resources are automatically doubled. Example, clone the centos-9-stream-large template which defaults to 2CPU x 8GB RAM, but clicking the edit pencil shows it as 1CPU x 8GB RAM. If you set the values to your template to for example 4CPU x 16GB RAM, it will be set to 8CPU x 16GB RAM.

Every time.
Steps to Reproduce:
1. Clone existing VM template 2. Modify CPU resources on template.
Actual results:
Requested CPU resources doubled.
Expected results:
Requested CPU Resources are as requested.
